REQUEST FOR QUALIFICATIONS

SPECIAL COUNSEL FOR NJBEST 529 PLANS AND GENERAL TAX ADVICE The Higher Education Student Assistance Authority (HESAA) administers the New Jersey Better Educational Savings Trust (NJBEST) program, New Jersey’s State qualified tuition program under Section 529 of the Federal Internal Revenue Code of 1986, as well as the Franklin Templeton 529 College Savings Plan (“529 Plans”). Proposals are being sought by HESAA for the appointment of Special Counsel to assist in the review of materials related to the 529 Plans. In addition, HESAA requires responses to specific tax questions that may arise from time to time in relation to its business and program, including but not limited to issues related to student loans, student loan forgiveness, scholarships and employee benefits. Bid documents are available on the HESAA website at: http://www.hesaa.org/Pages/Procurements.aspx The Authority must receive proposals no later than 4:00 pm on January 11, 2022.
